How to make a 300 KB PDF from photos

How many pages fit in 300 KB
It depends almost entirely on what the photographs contain rather than on how many there are. Clean, well-lit sheets of printed text compress hard: eight or ten of them fit comfortably. Photographs of people, of anything outdoors, or of a page held at an angle over a patterned surface, will use two or three times the space each, and four of those is a full document.
The tool does not guess. It assembles the real PDF, measures it, and adjusts, so the number you get back is the number the portal will see rather than an estimate.
A document nobody can read has not been submitted
It is tempting to add every supporting page to one file and let the tool sort it out. Past a point that produces a PDF that technically satisfies the size rule and fails the actual purpose, because the clerk reading it cannot make out a date. Check the smallest text at full zoom before you send it, and if it has gone, send fewer pages per file rather than accepting the blur.
