How the size is reached

The whole document is assembled, measured, and assembled again at a different quality — a real search rather than a guess, because a PDF’s size depends on what is in the photographs and no formula predicts it. The first attempt is at the lowest quality on offer: if even that overshoots, no setting in between can fit and there is no point spending five more attempts discovering it.

What comes back is the largest document that still fits, not the smallest one possible. Coming in at 90 KB against a 200 KB cap wins nothing and costs legibility.

Photograph the pages so the search has less to do

Fill the frame with the paper, keep the light even, and hold the camera square to the page. Everything else in the shot — desk, hands, shadow, the pattern on the tablecloth — is detail that has to be stored at the same quality as the words you actually need, and it is why two photographs of the same certificate can differ threefold in size.

Questions

Is 200 KB 200,000 bytes or 204,800?
This page uses 200,000, the strict reading, so the file clears a form that counts in thousands. A form using the other convention accepts it too.
My PDF came out at 187 KB. Why not exactly 200?
The search never goes over your cap, and PDF sizes move in steps rather than smoothly, so it settles on the largest step below the number. A little under is normal.
Can I add pages after making the PDF?
Not on this page — pick all the images first. Merging two finished PDFs is a separate job.
