One target, shared across every page

The cap is on the finished document, not on each photograph, so the arithmetic gets harder with every page you add. Two pages at 100 KB means roughly fifty kilobytes of picture each; six pages means about sixteen, which is little enough that a photograph of a printed page starts to lose its smallest text.

That is worth knowing before you pick the files rather than after. If the form will take more than one PDF, splitting a six-page set into two three-page documents buys twice the quality under the same rule.

When 100 KB is not reachable

You still get a file. The page returns the smallest document it managed, prints the size plainly, and leaves the decision to you — refusing to produce anything is the failure mode this site exists to avoid. Cropping each photograph tightly to the paper is the most effective fix, because the empty desk around a document is detail the encoder has to pay for and the portal never wanted.

Does the limit apply per page or to the whole file?
To the whole PDF, because that is what the upload box measures. More pages means less room for each one.
Why is my two-page PDF fine and my eight-page one not?
The budget is shared. Eight photographs sharing a hundred kilobytes get about twelve each, and a photograph of a page of text needs more than that to stay readable.
