At 100 KB you should not be able to tell

For a single subject on a plain background — which is what almost every form wants — a hundred kilobytes is more than enough for the result to be indistinguishable from the original at the size anyone will view it. The tool aims high on purpose: it looks for the largest file that still fits rather than the smallest one it can produce, because you are not being rewarded for coming in at 40 KB.

The pictures that struggle are the ones with detail everywhere: a crowd, a landscape full of leaves, a scanned page of small print. Those may need their pixels reduced as well, and the tool says so rather than quietly doing it.

Uploading a document scan instead of a photograph

Scans of certificates and mark sheets behave differently from photographs. What matters is whether the text is still readable, not whether the paper looks smooth, and text survives compression badly — the letters get fringed before anything else does. If the words start to blur, reduce the pixel size a little rather than squeezing harder, and check the result at full zoom before you upload it.

Questions

Why did my file come out at 96 KB and not exactly 100?
The search stops at the largest result that is still under your cap, and JPEG sizes move in steps rather than smoothly. Landing a few kilobytes below is normal and is what keeps the file safely inside the limit.
Can I do a whole folder at once?
Up to thirty images in one go, each searched to its own 100 KB target. They are processed one at a time so the page stays responsive on a phone.
Does this strip the location data from my photo?
Yes. Re-encoding removes the camera and GPS tags, and even in the case where the file is already small enough to hand back untouched, the tool rewrites it to drop those tags first.
